NHED In Process for Licensure Authorization (IPLA):

The NH ED Board of Credentialing cannot waive a test requirement, nor issue a credential that requires a passing score on a content knowledge test without documentation of such a score. To facilitate the employment of program completers who have not yet passed a required content knowledge test, the BoC has an option known as the In Process of Licensure Authorization or IPLA. IPLA will allow PEPP program completers who have not yet taken and/or passed content knowledge tests required for licensure to pursue employment in the State of New Hampshire.

Key points about the In Process of Licensure Authorization process as specified in Ed 504.05:

An IPLA is requested by and issued to the employer or prospective employer (superintendent or head of participating non-public school) and not the candidate.
For an IPLA request to be approved the candidate must have submitted an application for licensure and the associated fee.
Submission of an application as a NH PEPP program completer requires the institution to have submitted a licensure recommendation through Educator Information System (EIS).
When issued the IPLA is valid for up to one school year and is not renewable.
